Chief Executive Officer, Community Human Services (CHS)

Behavioral health and homelessness services leader Shawn M. Stone has been selected as Chief Executive Officer of Community Human Services (CHS), a nonprofit providing mental health, substance use disorder treatment, and homelessness services across Monterey County. Stone brings nearly 12 years of experience leading complex human services programs, strengthening operational systems, and driving measurable outcomes across diverse community needs.

Stone comes to the CEO role from his current position as Chief Operating Officer at CHS, where he oversees a $17 million annual budget and 160 employees while directing day to day operations across 13 sites and 14 school based programs. During his tenure, he has guided CARF accreditations for major programs—including Genesis House, Off Main Clinic, and the Outpatient Mental Health Program—each earning the maximum three-year term.

Previously, Stone served as Senior Program Officer, directing six homelessness programs and supervising multidisciplinary teams. He revitalized the Substance Use Prevention Program, expanding it from 7 to 15 locations, and transitioned Off Main Clinic into the Drug Medi Cal Organized Delivery System while integrating it with the county’s Avatar EHR system.

Stone has also led the development of several major regional initiatives, including Casa de Noche Buena, Shuman HeartHouse, Safe Place Salinas, and the SHARE Center—Monterey County’s largest homeless shelter—stabilizing operations and improving safety and outcomes within months.
