Public sector and bipartisan association leader Matthew Lyons has been selected as Regional Director of the Council of State Governments (CSG) East, a nonpartisan organization that facilitates collaboration among policymakers, business leaders, and academic partners across 18 member jurisdictions. Lyons brings more than 17 years of experience leading national policy initiatives, strengthening state government systems, and mobilizing complex cross‑sector networks to advance public service outcomes.
Lyons comes to CSG East from SteadyIQ, where he served as Director of Public Sector Partnerships, overseeing enterprise customer success strategy and leading government relations to support the adoption of mission‑aligned technology solutions. He previously served as Associate Deputy Assistant Secretary for Economic Mobility at the U.S. Department of Health and Human Services, where he oversaw operational strategy for a $39 billion federal program portfolio and advised senior leadership on economic mobility and modernization efforts.
Earlier in his career, Lyons held multiple leadership roles at the American Public Human Services Association (APHSA), including Senior Director of Policy & Practice, where he built and led an 18‑person national team, unified state and local leaders across politically diverse environments, and secured more than $10 million in philanthropic and federal grants to strengthen human services systems. His prior experience includes directing major public benefits programs in Maryland and New Jersey, leading large‑scale disaster recovery operations, and managing multimillion‑dollar grant portfolios.
Lyons has also contributed to national leadership bodies, including serving as Board Member and Co‑Chair of the Strategic Partnership and Fundraising Committee for the National Association of Welfare Research & Statistics.
